AI & Tech Authoritarianism — Day 3 of 5: When We Begin Policing Ourselves
The most efficient surveillance state is not the one that arrests the most people. It is the one that rarely needs to.
When people believe their activity might be examined someday, something quiet happens. They begin adjusting on their own. Maybe you skip the demonstration. Maybe you decide not to join the organization or send it money. Maybe you do not run the search. Maybe you keep the opinion to yourself. Nobody gave an order and no law was passed. You stopped yourself, which costs the state nothing at all.
Political theorists call this a chilling effect. Technology makes it far stronger, because believing you might be observed no longer takes much imagination.
AI adds something genuinely new. For decades governments could gather enormous amounts of information but still had to find someone to read it. Human attention was the bottleneck, and that shortage protected privacy more effectively than most laws did.
AI removes much of that bottleneck. Instead of investigators asking who committed a particular crime, a system can be asked whose behavior over recent months suggests growing hostility toward the government. That is a different kind of question entirely. We stop investigating actions and start predicting people.
Predictions fail. Someone can draw scrutiny having done nothing at all, because a model decided their pattern resembled the pattern of people it was trained to flag. Arguing your way out of that is hard, partly because the accusation is statistical rather than factual, and partly because nobody involved may be able to explain why you were chosen.
AI gives us an extraordinary capability. The open question is whether our civil liberty protections will become equally extraordinary.
