AI & Tech Authoritarianism — Day 4 of 5: We May Already Be Building It
A future surveillance state may not need to build a surveillance network. Private industry has already built a great deal of one.
Our phones know where we go. Advertising networks learn what interests us. Social platforms record who we know. Connected cars generate location and driving behavior. Apps collect the small details of daily routine. Data brokers gather all of it from many sources and assemble profiles more detailed than most people would believe.
Almost none of this was created for political control. It was built to sell advertising, deliver services, prevent fraud, improve products, and make modern digital life work. The intent was commercial and mostly ordinary.
Information does not stay where it started. Governments can reach commercial data through warrants, subpoenas, outright purchase, emergency demands, or partnerships that never become public. Once those paths exist, the line between corporate surveillance and government surveillance stops meaning very much in practice.
That leaves an uncomfortable possibility worth sitting with. A democracy can assemble nearly all of the infrastructure required for extraordinary population surveillance long before anyone intends to use it that way. Political institutions can change far faster than infrastructure can be dismantled. A future government would not have to build anything. It would only have to inherit what is already running.
So the question is not only whether I trust my government with this information today. The better question is what a different government could do with the same information ten years from now, because once a capability exists, preventing its abuse is much harder than preventing its creation.
Tomorrow, one question every democracy should ask before it grants a new surveillance power.
