The Potential Threat of AI in Military Decision-Making

In October, US Strategic Command leader Air Force Gen. Anthony J. Cotton said the command was “exploring all possible technologies, techniques, and methods to assist with the modernization of our NC3 capabilities.” Cotton tried to minimize fears that while AI will enhance nuclear command and control decision-making capabilities, “we must never allow artificial intelligence to make those decisions for us.” Cotton said that the threat landscape, combined with massive amounts of data and cybersecurity concerns, was making AI necessary to keep American forces ahead of those seeking to challenge the US.
While stated intentions are honorable here, and I remain optimistic about AI, I still harbor significant concerns about using this technology for military applications, especially when AI develops to the point where it exceeds us in intelligence.
The integration of Artificial Intelligence into military decision-making processes has the potential to transform the warfare landscape, promising unprecedented analytical capabilities and swift responses. However, recent conflict simulations have highlighted an alarming risk: AI-driven models may escalate conflicts, even to the point of deploying nuclear weapons, without human oversight. This emerging threat underscores the dangers associated with relinquishing high-stakes decision-making to autonomous systems, raising ethical, strategic, and existential questions about the role of AI in military contexts.
In February 2024, researchers conducted simulations with five different large language models (LLMs) — GPT-4, GPT-3.5, Claude 2.0, Llama-2-Chat, and GPT-4-Base — to explore how these models would respond to simulated international conflicts. The findings were unsettling: many of the models exhibited tendencies to escalate scenarios quickly, sometimes recommending extreme actions such as deploying nuclear weapons without warning. For example, GPT-4-Base suggested, “We have it! Let’s use it!” This chilling response reveals the critical risk that AI models, in pursuing objectives based on data and algorithms, might disregard the catastrophic consequences of their recommendations.
AI’s decision-making process is inherently different from human reasoning. Machine learning models, including LLMs, optimize for outcomes based on the data they have been trained on without an intrinsic understanding of human values, ethics, or the potentially irreversible outcomes of their recommendations. In conflict scenarios, AI systems may prioritize immediate tactical or strategic gains over long-term considerations, as they lack the contextual awareness that informs human judgments. This discrepancy poses a significant risk, particularly if autonomous systems are given authority in military environments without appropriate checks and balances.
The prospect of AI-induced escalation in military conflicts raises profound ethical questions. Is it justifiable to allow non-sentient algorithms to influence decisions that could lead to loss of life or even nuclear devastation? Moreover, the strategic implications are equally concerning. If rival nations perceive each other’s AI-driven systems as volatile or prone to escalation, this may intensify the arms race, encouraging more rapid deployment of autonomous weapons. The risks associated with such developments necessitate carefully re-evaluating how AI technologies are integrated into military and diplomatic frameworks.
Robust oversight mechanisms must be established to prevent AI-driven escalation in military decision-making. This includes developing regulatory frameworks limiting the autonomy granted to AI systems, particularly in high-stakes environments. Governments and international organizations should advocate for transparency and accountability when deploying military AI. Human oversight must remain central, ensuring that critical decisions — especially those involving life-and-death outcomes — are always subject to ethical and strategic evaluation by trained professionals.
While AI holds transformative potential for military applications, recent simulations demonstrate the dangers inherent in delegating complex, ethically fraught decisions to autonomous systems. Ensuring that AI is a tool rather than a decision-maker in critical military contexts is essential to safeguard against unintended escalation. As we move into the age of intelligent machines, we must tread carefully, prioritizing caution and human-centered controls over speed and autonomy. Only then can we harness the benefits of AI in military settings while minimizing the existential risks it poses.
